This case concerns a claim for overtime compensation submitted to the Department of the Navy by one of its civilian employees, Mr. Edward L. Petersen. In March of this year, Mr. Petersen traveled from Hansville, Washington, to Kings Bay, Georgia, as a member of an agency audit team. His return trip was scheduled for a period outside his normal work hours. In addition, a delay encountered during this return trip made his cross country flight even longer than expected. Upon return, Mr. Petersen submitted a claim for sixteen hours of overtime compensation. The request was denied. This Board was then asked to review the agency's denial. Upon review of the agency's report and comments filed by Mr. Petersen, it is now clear that this matter does not involve a claim for travel or relocation expenses but is limited rather to a claim for overtime compensation. By law, claims involving federal civilian employees' compensation (including overtime) and leave are reviewed by the Director of the Office of Personnel Management (OPM). 31 U.S.C. 3702 (Supp. IV 1998). Accordingly, we view this claim for overtime compensation as falling within the jurisdiction of the Director of the OPM rather than the Administrator of General Services. William H.
