Guidelines on Filing with the Civilian Board of Contract Appeals (CBCA)
- Include all contact information (name, mailing address, email address, phone number, and if available, fax number) on all filings of new cases, such as Notices of Appeal.
- Include the assigned judge’s name and CBCA case number on all filings.
- Submit filings by e-file, mail, overnight delivery, courier delivery, or facsimile. The Board’s address for each method of filing is:

- The Office of the Clerk is open from 8:00 a.m. to 4:30 p.m. for receipt of all filings.
- Use only one method to submit filings. For example, if submitting a filing via efile, do not submit same filing via mail.
- Ensure an electronic receipt for efilings by requesting a read receipt before submitting your efile. Contact the Office of the Clerk of the Board for confirmation of filings submitted via facsimile. The telephone number for the Office of the Clerk of the Board is (202) 606-8800. (Please note: Auto-responses to electronic filings are generated by a vacation responder. If you submit multiple filings, it is possible that you will only receive a confirmation for the first document filed every 4 days. Please feel free to call the Office of the Clerk of the Board to confirm receipt of multiple submissions.)
- With the exception of Rule 4 appeal file submissions (see below), submit each efiling as one .pdf document (including attachments/exhibits), if possible. Identify attachments or exhibits with either alphabetical or numbered sheets of paper at the beginning of the attachment/exhibit, or by electronically stamping them on the first page of each new attachment/exhibit.
- Rule 4 appeal file submissions may only be submitted via efile with permission of the Board. Additionally, the index and each exhibit shall be a separate document in .pdf format, without embedded documents, and shall be given a file name that corresponds with the exhibit number. Do not merge all exhibits into one .pdf document.
- Efiled documents must be 18 MBs or smaller or they will be rejected.
- Do not efile documents that are classified or submitted in camera or under protective order.
